  1. Waterholes on public and state lands should be available to everyone for free and equal access.
  2. It is unlawful for a person to camp within one-fourth mile (440 yards) of a natural water hole containing water or a man-made watering facility containing water in such a place that wildlife or domestic stock will be denied access to the only reasonably available water.
  3. Hunters should be courteous and not hunt over waters all day to allow time for livestock to access waters.
  4. Ethically responsible hunters yield to another hunter who has reached the waterhole first.
