Rulemaking will always be responsive to new technology and techniques. As new technologies and techniques surface in the hunting realm, we can only react and write rules to maintain fair chase principles in Arizona. Much like enforcement, rulemaking is usually one step behind, and writing laws and rules take time to be created and approved.
