Hunters must pass the Waterfowl Identification Test (WIT) before they can be endorsed for the program. The WIT assesses your ability to identify game and non-game bird species. Anyone wishing to hunt native game birds in NSW needs to hold a WIT certification number and have this number added to their NSW game hunting licence. When a licence is updated to include the WIT number, the holder is endorsed and may participate in the program.

The hunting licence requirement includes landholders who intend to hunt or shoot-to-scare native game birds themselves and must be held in addition to their management licence.
